Quick Answer

It is permissible to wipe (masah) over regular cloth socks during wudu; they do not need to be leather. The evidence is that the Prophet once wore socks made of cloth and did masah over them. The only conditions are: (1) the socks must cover the ankles, and (2) you must have had wudu before putting them on. Some other madhhabs are stricter on this point, but Yasir Qadhi follows the position that any sock meeting these conditions suffices.

The Question — 19:38

An eleven-year-old boy named Bashir asked: "If I want to make masah on my socks, must they be leather?"

The Ruling — 19:53

Anytime you ask about Islamic law, there is a diversity of opinion. But the quick answer: No, it doesn't have to be leather.

The evidence for this is that the Prophet (peace be upon him) was once wearing socks made out of cloth and he did masah over them. This is a position that Yasir Qadhi follows.

Some other madhhabs are stricter. Good for them, no problem. But the evidence supports the permissibility of wiping over regular socks.

The Conditions — 20:28

There is only one main condition: you must have wudu before you put the socks on. As long as you have wudu before putting them on and they cover the ankle, you may do masah on the top and pray.

Practical Scenario — 29:33

If you did wudu at home and for whatever reason wore sandals, then drove two or three hours to another city without breaking your wudu, and in that city you put on socks and shoes -- no problem. You still have wudu from home, so you may do masah.

However, if you broke your wudu in between, then you cannot simply wear socks and do masah over them. You would need to make fresh wudu and wash your feet first.
