Is it haram for a man to wear pants that go below the ankles (isbal)?

The overwhelming majority of classical scholars hold that lowering garments below the ankle is only prohibited when done out of arrogance. In modern Western society, normal pants below the ankle carry no connotation of pride. This is the standard position of Abu Hanifa, Ibn Taymiyya, and all four madhabs.
